One of the biggest disappointments of this session was the failure of passage of legislation (HB 33 or SB 33) that would implement zero-based budgeting, the mandatory process of scrutinizing the state budget for inefficiencies and obsolete programs throughout all state agencies. The best way to cut taxes is to cut unnecessary spending by prioritizing spending and eliminating waste and duplication. This important measure remains alive until next year.
